Fragrance: I found the fragrance a little too over powering. Not unpleasant, but a little too clinical-cosmetic-ish smell[I don't know how else to explain it]. The smell is too strong for a gel-based treatment. The smell instantly makes me feel like I am applying something really heavy and clogging on my face. And the smells lingers a long time after use.
Packaging: It comes in a cute, sturdy white pump container.
Did it work for me and stand up to its claims: No. It broke me out. I think the reason being that it has Dimethicone as one of the ingredients[see the highlighted ingredient in the list] and Dimethicone is known to cause cystic acne in people. WHY would they use a acne causing ingredient in a anti-acne product is something I cannot wrap my head around.
Note that I had pretty clear skin when I started using this product. In the beginning, I used the Vichy Normaderm Tri-active Anti Imperfection Hydrating cream at night after my cleansing routine. I used it alone, on its own[I dint use any pimple cream or moisturizer] because its supposed to be all-in-one product. After about 3 days, I started noticing 1-2 pimples cropping up and also experienced drying/burning sensations at the corners of my nose and chin. So then, I used it on top of my acne cream and applied moisturizer on top of it, it dint help and my skin became more visibly irritated.
I was disappointed, but I wanted to give it another try, so I used it in the morning instead, beneath my sunscreen. It felt heavy on my face and I could FEEL my skin clogging up, you know what I mean? Also, my skin became irritated faster. So after about 20 days I gave up on this Vichy Normaderm Tri-active Anti Imperfection Hydrating Care and decided its not for me.

Who would I recommend this to: This product din’t suit me much but I have read some good reviews about it. So, I would say, use this product if you have oily skin which has slight imperfections and which is not very sensitive, it might actually work for you. But if you have reactive skin, then I would ask you to stay away from it.
